Hooligan's Daily: FiFA releases 48 team World Cup allocation proposal

FIFA has announced their proposal for how slots will be allocated for the 2026 World Cup. Their current proposal suggests that Europe would go up by the three teams they requested to a total of 16 places. Every continent sees an increase. Africa moves up to nine places, Asia to eight, North and South America get six each, and Oceania gets one.

The proposal also includes a six team playoff for the final two qualifying spots. Each continetnt, except Europe, would send one team, and the host continent would send a second, to the host nation for a six team tournament to determine the final spots. The four lower ranked teams would play one round for the right to play the two higher teams in a final qualifier. This is fairly straight forward and an improvement on the current system of intercontinental playoffs.

I've come around to the idea of a 48 team World Cup, even if I think the format is a little wonky. The competition may be a little watered down at first, but the rest of the world will eventually catch up thanks to the riches playing in the world's most prestigious tournament provides.

Columbus Crew have acquired winger/striker Kekuta Manneh from Vancouver Whitecaps in exchange for Tony Tchani and $300,000 og GAM/TAM. Manneh probably won't start right away for the Crew, but he serves as a valuable bench option and alternative to Ola Kamara up front. Tchani provides the Caps with some midfield talent they have been lacking. He was excess to requirements in Columbus and has been on the trade block for quite some time. He hadn't even made the bench for the team this season.

Great Britain has formally invoked laws that allow them to leave the European Union. This would end the free movement of people between Britain and other European nations. Questions have long floated around about how this would affect players going to and from the Premier League. Premier League owners have officially petitioned the government to allow footballers to be exempt from the new immigration laws so the league can maintain competitive balance. Such a provision would allow the Premier League to remain one of the top leagues in the world as opposed to creating miles of red tape to cut through in order to get talented, non-British players to come to the league.

SI's Brian Strauss is reporting that the USL could announce a new third tier league before too long. The USL's provisional D2 sanctioning opened up the third division for something new and it appears the MLS backed minor league is pouncing on the opportunity. My full digestion of the story is at Last Word on Soccer, but essentially it involves the creation of a regional league similar to the the NPSL and PDL, only fully professional.

North American League Tables

Tottenham is getting hit by the injury bug at a crucial point in their season. Already without Harry Kane, they learned yesterday they will be without Erik Lamela for the remainder of the campaign. He has been bothered by a hip injury since the fall and will need surgery to get himself back to 100%. He hasn't played since October, but was hoping to return before the season ended and provide a late season boost as they look to qualify for the Champions League once again.

Real Salt Lake have announced Mike Petke as their next head coach. Petke was hired by Real Monarchs, their USL affiliate, to be the head coach down there back in December. There was a feeling that he was a head coach in waiting at the MLS level when he was hired and that proved true when former coach Jeff Cassar was fired last week. Petke took charge of exactly one game at the USL level before the promotion.

Instant replay is slowly being phased into the game of soccer. It was first used internationally during this break during the Spain-France friendly and England is now considering giving it a shot in the EFL Cup for next year. They are already looking to implement the tech for the FA Cup Third Round and beyond next year, but the EFL Cup will provide more of a chance to nail down the process.

Finally, as the international break comes to a close, we get a new batch of FIFA Rankings! These become more important as the World Cup approaches since the top seven teams will be seeded and automatically placed in separate groups for the draw. Brazil hop into the top spot above Argentina. It's the first time Brazil are at the top in six years. Here is the rest of the top ten:

As far as we're concerned, the USA is up to 23 and Costa Rica is jsut ahead of them at 20, Mexico leads CONCACAF at 16. Elsewhere, the Netherlands has dropped to a record low of 32nd, a drop of 11 places from last period. The rankings don't become official until April 6, when FIFA publishes them. but all the math required to place the teams isn't changing before then.

These results mean Brazil is the first team to clinch a spot in the World Cup. They are 11 points clear of Argentina in fifth place and 10 clear of Uruguay in fourth. Those two still have a game to go against each other, meaning one will drop points and neither can catch Brazil.

Argentina are already struggling in World Cup Qualifying and now they will have to finish four of their last five games without Lionel Messi. Messi has been fined and suspended four games for insulting the assistant referee during last week's match against Chile. The suspension was announced mere hours before yesterday's kick off against Bolivia.

Didier Drogba's career isn't over yet and he is continuing it here in the United States. He has signed a contract to play with Phoenix Rising of the USL. He joins former Chelsea star Steven Wright-Phillips at the Arizona club. This should attract plenty of attention to the second tier USL, who look to be taking the MLS 2.0 strategy of bringing people out to their games by signing old stars. Then again, even at 39, Drogba should do very well in the American lower leagues.

Sebastian Lletget had to be taken off the USMNT's 6-0 win against Honduras early on after suffering a foot injury after a bad tackle. Turns out the injury will require surgery and Lletget will miss 4-6 months.Also out injured in MLS is leading scorer Josef Martinez. The Venezuelan left a qualifier with Peru with a quad injury and will miss 4-6 weeks.

North American League Tables

Things are looking pretty bleak for the Netherlands. They are sitting fourth in their World Cup Qualifying group, six points back from automatic qualification and three back of a last chance playoff after missing out on the expanded Euro 2016 field last summer. Their 2-0 loss to Bulgaria was the last straw as manager Danny Blind has been fired. He had been on the job since July 2015. Netherlands U21 coach Fred Grim will manage for Tuesday's friendly agaisnt Italy as the search for a permanent replacement begins.

Sebastian Lletget, John Brooks, Jordan Morris, and Michael Orozco have all rejoined their clubs due to injury or illness. Now that was exactly how the USA wanted to start the second Bruce Arena era. A fast start and continuous pressure allowed this game to be over quite quickly. The USA is back in the Hex after this one. They sit in fourth place with three points and have erased their terrible goal difference from their first two matches.

The game wasn't perfect. There were spells where the defense fell asleep and the midfield passing got sloppy a few times. Overall, it's hard to find any real complaints from the performance. We shall see if they can carry it over to the away match against Panama on Tuesday.

UEFA has taken this international break as an opportunity to dish out a ton of suspensions and fines. For starters, Tottenham's Dele Alli will miss the first three games of next season's Champions League for his red card against Gent in Europa League play. Arsenal have been fined a small amount for pitch invasions during the second part of the 10-2 humbling at the hands of Bayern Munich, who have also been fined for their fans throwing every roll of toilet paper in London onto the Emirates Stadium pitch early in that same game. St. Etienne has been docked £43,000 for their supporters trying to burn down Old Trafford by lighting fireworks. Finally Manchester City are out £15,573 for various incidents during their last 16 clash with Monaco. City have also accepted the FA's charge of failing to control their players against Liverpool last weekend.

Everton and Ireland defender Seamus Coleman suffered a broken leg late in Ireland's scoreless draw with Wales. Neil Taylor, who executed the leg breaking, was sent off for his trouble. It's unknown how long he will be out.

Hooligan's Daily: Didier Drogba to... Phoenix Rising?

Brazil's big win moves them seven points clear of the top spot in the table and ten points ahead of automatic qualification for Russia with five games remaining. They can become the first team to book a place in the World Cup if results go their way on Tuesday. A win at home over Paraguay coupled with a Chile loss at home against Venezuela and an Ecuador loss at home to Colombia will get the job done.

Everything is a mess beyond the top spot, however, Only five points separate second place Uruguay from seventh place Paraguay. Argentina, Colombia, Ecuador, and Chile are all stuck between them. The top four spots head straight to Russia and the fifth place finisher will take on the OFC winner in a two legged playoff for a last chance qualification.

Asia also has four games left in this round of qualifying. No team is capable of clinching during this break, but Iran, Japan, and Saudi Arabia would all need anti-miracles to blow their chances now. The top two spots in each of the six team groups heads to Russia with the third place teams playing a playoff to get to a playoff against a CONCACAF team.

The big result here is South Korea getting upset by China. Korea is only one point clear of automatic qualification while China is barely clinging to hope.

I feel like I should be taking this with a grain of salt, because it sounds pretty odd, but Didier Drogba could be making a comeback with... Phoenix Rising of the USL. This is strange, to say the least, but he would at least be reunited with his former Chelsea teammate, Shaun Wright-Phillips. I feel like Drogba is better than a second tier American club, even at his advanced age. One thing is for certain, though. If he does sign, I imagine Phoenix will see a hasty jump in ticket sales for their new pop-up stadium.

It's been a slow couple of days in the soccer world. Very few, if any headlines have been coming down the tubes and the first competitive match of the week kicked off at 2am in the middle of the Pacific Ocean. There was the Jeff Cassar sacking at RSL and Bastian Schweinsteiger making the move to MLS, but other than that there has been nothing. I find it hard to get excited for international friendlies that serve little purpose. I can, and will, enjoy the World Cup Qualifying matches this weekend, but I'm afraid these headlines sections will remain a little thin. Hopefully there's some international drama this weekend to fill the gap.

Arsene Wenger claims he has decided on his future and he will let the world know his plans soon. The Telegraph thinks it has a jump on the story, though. Arsenal have enough problems and the last thing they need is an injury to their start player. Well, that's exactly what they have after yesterday's loss at West Brom. Alexis Sanchez couldn't finish the game thanks to hurting his ankle and Arsene Wenger says it is in "a terrible state" at the moment. Goalkeeper Petr Cech also hurt himself in the first half. He had to be replaced by David Ospina, who ended up conceding the two losing goals.

Meanwhile, Wenger says he has decided on his future and will let the world know his plans soon.

The UEFA Champions League quarterfinal draw took place yesterday morning and here are the matches;

These are all going to be great games, which is just the nature of the beast when we get to this stage of the Champions League. Bayern Munich-Real Madrid is the crown jewel, though. Juventus-Barcelona. a rematch of the 2015 final, is a close second.

Shortly after those matches were determines, the Europa League held its quarterfinal draw. Manchester United is considered the favorites at this point in the competition and they drew Anderlecht of Belgium, who they should take care of. Here's the full draw:

Middlesbrough are fighting relegation in their first season back in the Premier League and have sacked manager Aitor Karanka. He successfully led Boro's promotion efforts last year after narrowly missing the jump two years ago. Turns out he is not the man for the Premier League, yet. Assistant Steve Agnew will step in while a permanent successor is sought out.

The USMNT was forced to make a change to their World Cup Qualifying roster. Brad Guzan will miss the two matches for the birth of his second child. A fair reason to miss a couple games he probably wouldn't play in anyway. He is replaced by San Jose's David Bingham. Fabian Johnson also may miss out thanks to an injury picked up yesterday in Europa League action, but no official word has come out yet.

Paul Pogba is the next big name Premier League player to go down with injury. He suffered a hamstring knock in Manchester United's Europa League win over Rostov and expects to miss this weekend's Premier League match against Boro as well as France's games against Luxembourg and Spain during the interlull. The club hopes to have him back after the week off.

This thriller was the highest two legged series in UEFA Champions League history. The 3-1 score was a little low compared to the 5-3 goal fest a couple weeks ago, but it was still exciting stuff. Monaco outplayed City throughout the match, but the English team still managed to pull ahead on aggregate in the 71st minute. Their lead didn't last long as a thunderous header from Tiemoue Bakayoko sealed the deal for the French leaders. Leicester City are the only Premier League team remaining in the competition.

The early goal conceded by FC Dallas may be what sinks them on the return leg in Mexico. No MLS team has ever won south of the border and asking Dallas to keep a clean sheet or score a goal in a 1-1 draw might be a little tough for them. Of course, it is always better to head into the second leg with a lead, even if it is by the slimmest of margins.

The USMNT released its roster ahead of next weekend's World Cup Qualifiers against Honduras and Panama. Clint Dempsey makes his return after missing time with an irregular heartbeat. Hooligan's Daily: Leicester shock Sevilla to reach UCL quarters

Leicester City may not have the Premier League magic anymore, but it lives on in Europe with a thrilling 3-2 aggregate win over favorites Sevilla. They got a little luck along the way. A golazo candidate took out the underside of the post early in the second half that could have drew Sevilla level. They got the benefit of Samir Nasri getting sent off as Sevilla were throwing everything they had towards the Leicester goal. They gutted it out, which is kind of how they will have to keep going about things in this competition. They are the weakest team remaining and will have to go up agaisnt the true giants of Europe next round. Here's hoping they can keep it going.

Vancouver came into this game with a plan to defend their way to a protectable result for the home second leg. They were doing well before Kendall Waston's own goal and capitulated against Tigres never stopped pressuring. Vancouver probably could have done more going forward, but the talent disparity was simply too great for them to overcome. It would take the performance of a lifetime at home for them to get through to the final, so it seems FC Dallas is the only hope for MLS in this Champions League.

Harry Kane is going to miss quite a bit of time with an ankle ligament injury. The damage is to the same ankle that kept him out for seven weeks earlier in the season, although this time around it doesn't seem as serious.. Tottenham had a lot of trouble scoring from open play during that stretch of games last fall. Being without the league's top scorer will do that to a team. The earliest the club expects Kane back is April 30 for the North London Derby at White Hart Lane.

Romelu Lukaku has turned down a new contract at Everton. The Belgian international striker was offered a five year deal, but he has decided to let his current two year contract ride, for now. Before this news broke, Lukaku's agent claimed there was a 99.9% chance of him staying with the Liverpool club, but that he would like to play in the Champions League. Everton are not, and aren't going to be, a Champions League club right now, so moving is looking like his only option.

European League Tables

The Liga MX referee strike is coming to a thankfully swift end. Mexican match officials went on strike to protest players' behavior of them during games, which forced the postponement of last weekend's ties. Club America's Pablo Aguilar and Toluca's Enrique Triverio both received red cards in midweek cup matches for abuse of referees, which was the final straw in a series of threatening incidents. Now, both of those players have been banned for a whole year, which has brought the strike to a close. The resolution is expected to be announced today and play should resume this weekend. No word yet on when the postponed games will be replayed.

The weekend of April 22 and 23 will feature the FA Cup Semi-Finals. The ties are as follows and will be played at Wembley Stadium:

Thus ends the run of non-league sides in the FA Cup. Lincoln was never expected to get anything at the Emirates, and... that's about what happened. This was Arsenal's game from start to finish. To say that Arsenal will regain confidence from this or Arsene Wenger proved he hasn't lost his side entirely would be reading too much into this game. This was a match pitting pros against beer leaguers and the expected result came. Move along before inflating the achievement or, on the other side of things, trashing Arsenal for needing an entire half to find a goal against a bunch of amateurs.
